Special Veto Session Called by Governor

Governor Mike Easley has called the North Carolina General Assembly back to Raleigh, on Monday, September 10, to consider his veto of a corporate incentives bill. The special session could be the first time in state history that state lawmakers have overridden a governor’s veto. The bill in question, HB 1761—Job Maintenance and Capital Development Fund, reportedly was designed to grant up to $40 million in taxpayer dollars to the Goodyear Tire & Rubber Company in Fayetteville. HB 1761 passed by large margins in both the State House (98-11) and State Senate (41-5) on the last day of the 2007 Session and then was vetoed by Easley on August 30, setting up a face off between the legislature and the Governor. Both houses must approve a motion by at least a three-fifths margin of the members present and voting in order to override the veto.
