Senate Forms Lottery Committee

Nineteen members of the North Carolina State Senate have been chosen to serve on a new committee that is expected to consider lottery legislation. Following in the footsteps of the House, and bypassing the time-tested tradition of sending revenue raising (tax) bills to the Finance Committee, the Senate leadership has appointed a Select Committee on the Lottery. The committee presumably will consider the lottery issue and may recommend a bill to the full Senate. Last week the North Carolina House passed H1023—North Carolina State Lottery Act, by a 61 to 59 vote. The House passed legislation would authorize a lottery in the state and earmark the state’s portion of the revenues to school construction, college scholarships and other education programs. It is possible that the Senate will make changes to the House’s version of the bill—meaning that it will have to be reapproved by the House.
 
The committee is chaired by Sen. Tony Rand (D-Cumberland) and includes the following Senators: Tom Apodaca (R-Henderson), Doug Berger (D-Franklin), Philip E. Berger (R-Rockingham), Julia Boseman (D-New Hanover), Harry Brown (R-Onslow), Daniel G. Clodfelter (D-Mecklenburg), Charlie S. Dannelly (D-Mecklenburg), John A. Garwood (R-Wilkes), Fletcher L. Hartsell Jr. (R-Cabarrus), David W. Hoyle (D-Gaston), John H. Kerr III (D-Wayne), Jeanne H. Lucas (D-Durham), Vernon Malone (D-Wake), Martin L. Nesbitt, Jr. (D-Buncombe), R. C. Soles, Jr. (D-Soles), Jerry W. Tillman (R-Randolph), Scott Thomas (D-Craven), and David F. Weinstein (D-Robeson).
